Feeling is at the same time willing, not because every feeling has an associated 'valency' (or 'conative virtue'), but because feeling is itself a deficient mode of willing - you have already gone towards something when you are met by a feeling. Feelings are already a product of a certain kind of willing, which is another reason why you are (almost) inseparable from your feelings.
